The Idaho Environmental Council was formed in 1968 by Brock Evans, Northwest representative of the Sierra Club and the Western Federation of Outdoor Clubs. H. Tom Davis was an environmental engineer for the Idaho Water Resource Board and an environmental activist. He served as a board member of the Hells Canyon Preservation Council in the late 1960s, was the vice president of the Idaho Environmental Council and was the Boise director of the Greater Sawtooth Preservation Council in the 1970s.
